| Rookie Driver Program
The Maryland Graduated Licensing System went into effect July 1, 1999. The program requires new drivers to gain more driving experience with a supervising driver. Attention: Please note changes in Maryland law effective October 1, 2005 which affect all current Maryland Learner's Permit and Provisional License holders. For more information on these laws... The Rookie Driver applies to all applicants, regardless of age, who have never held a license in Maryland or any other state or country or who have held their out-of-state license for less than eighteen (18) months.
