The Vehicle Emissions Inspection Program (VEIP) may grant you an extension, an exemption or a waiver of the VEIP test requirements. An extension provides you with some additional time to have your vehicle tested (e.g., you are out-of-state or otherwise unable to meet the test due date). An exemption permanently eliminates the need for your vehicle to be tested because the vehicle meets certain criteria. A waiver eliminates the VEIP test requirements for only the remainder of your vehicle's current test cycle (a test cycle typically lasts two years). You must re-apply before each new test cycle to continue receiving the waiver.

I am unable to have my vehicle tested at a VEIP station by the inspection due date. How can I obtain an extension of the due date?

You can request an extension of the "inspection due by" date printed on your inspection notice through any of the methods listed below. If you wish, you can use the reverse side of your VEIP inspection notice (form #EP-1) to submit the request by mail or in-person. You may submit an extension request:

1. Through the MVA's web site (select VEIP Extension);
2. At one of the MVA's kiosks;
3. In-person to any of the 19 VEIP stations located throughout Maryland;
4. In-person to any of the MVA's full service branch offices;
5. By mail to the Glen Burnie branch office;
6. By telephone to the VEIP office; or
7. By telephone to the MVA Customer Service Center.

A new VEIP notice will be mailed approximately 6-8 weeks prior to the new extended testing date.

Will I be charged a late fee if I request an extension?

No, as long as the vehicle is tested by the extension due date you will not be charged a late fee.

If I request an extension today how long must I wait before I am able to have my vehicle inspected?

Once you request an extension, you must wait at least 48 hours from the time of the request to the time you actually have your vehicle inspected.

I requested an extension, but did not receive the notice. What can I do?

If you know your new inspection due date and did not receive a new notice you may use your registration card to have the vehicle tested. If you do not know you new inspection due date you will need to contact VEIP.

What should I do if I am not going to be in Maryland during my testing period?

You should contact the VEIP immediately for specific information.

My vehicle is out of state and the emissions inspection is due, what do I do?

If the state you are in provides emissions testing, have the vehicle tested and submit the test results to the Motor Vehicle Administration, attention VEIP. If the state does not provide emissions testing, you should contact the VEIP immediately for specific information.

What types of vehicle are eligible to receive an exemption?

Exemptions are only granted if the vehicle's model year is 1976 or older or if it is powered solely by:

1. Diesel fuel; or,
2. Electricity.

Hybrid vehicles are also exempt from VEIP testing if the vehicle obtains a rating from the U.S. 
Environmental Protection Agency of at least 50 miles per gallon during a city fuel economy test.

To apply for an exemption, you must complete the reverse side of the VEIP inspection form (form #EP-1) certifying that your vehicle meets one of the criteria listed above. Then, mail the form to the MVA's Glen Burnie branch office, or hand deliver it to any of the 19 VEIP stations located throughout Maryland.

Who is eligible to receive a waiver?

Three types of waivers are available: the senior citizen emissions waiver,the disabled citizen emissions waiver and the repair waiver. The following criteria must be met:

1. Senior citizen emissions waiver

• All owners listed on the vehicle’s registration card are 70 years of age or older; and,
• The vehicle is driven less than 5,000 miles annually.

Note: If the vehicle is driven for a nonprofit organization and you are applying for a senior citizen emissions waiver, the mileage driven for the nonprofit organization can be deducted from the annual mileage with written verification on the organization's letterhead.

     2.  Disabled citizen emissions waiver

• All owners listed on the vehicle’s registration card meet the requirements of Maryland vehicle law for disabilities; and,
  The vehicle has disability license plates (not a placard); and,
• The vehicle is driven less than 5,000 miles annually.

Note: A waiver is only valid for the current VEIP testing cycle. At the end of the two-year testing cycle you will receive a new VEIP notification. You must re-apply for the waiver at that time. The MVA does not issue permanent waivers.

To apply for the senior citizen emissions waiver, you must complete the reverse side of the VEIP inspection form (form #EP-1) certifying that you meet the applicable set of criteria listed above. Then, mail the form to the MVA's Glen Burnie branch office, or hand deliver it to any of the 19 VEIP stations located throughout Maryland.

3.  Repair Waiver

• A repair waiver is granted for a vehicle that did not pass the VEIP test and the owner attemted to fix the vehicle without success.  For more information, see VEIP – Vehicle Did Not Pass.

Fees:

• There is no fee for requesting an extension, an exemption or a waiver.
